The third edition of the curricular training for newly appointed Judges and Prosecutors on the European Convention on Human Rights and the European Court of Human Rights, as part of the Programme Human Rights Education for Legal Professional (HELP) of the Council of Europe, is currently taking place.

Training on ECHR issues has become in Italy a mandatory part of the initial training curriculum.

To this end, specific courses have been organised for trainee magistrates, using the HELP methodology and in cooperation with the Council of Europe, to introduce them to the Convention and the case-law of the European Court of Human Rights.

The first course, held from 4 to 8 May 2020 for 250 trainee magistrates (d.m. 18 July 2019 in Bolzano and d.m. 3 January 2020), aimed to familiarise magistrates with the system of the Convention and the Strasbourg Court through participation in two HELP e-learning modules in English: one an introduction to the Court and the Convention, the other on the subject of privacy and data protection.

The second edition, from 5 to 9 July 2021, used the same format and involved 300 trainee magistrates from the Ministerial Decree of 2 March 2021.

The third edition of the course, which will take place from 4 to 7 December and is aimed at trainee magistrates of the Ministerial Decree of 22 November 2022, aims to familiarise magistrates with the system of the Convention and the Strasbourg Court through participation in two e-learning HELP modules in English or French, one introducing the Court and the Convention, the other on violence against women and violence in general.

An introductory session on the application of the European Convention on Human Rights and the case-law of the European Court of Human Rights by the judge and the training needs of judges will be followed by two workshops on the application of the case-law of the European Court of Human Rights.

The two courses followed by trainee magistrates are part of the rich catalogue of more than 50 human rights online courses, free of charge and available on the HELP platform.
